Raw file conversion times improve after restarting - Why?

I just built a new PC due to LightRoom's extreme demand for more CPU power/speed. It has an i7-3770K OC'd to 4.2 Ghz, 32GB of Ram, a Sabertooth Z77 motherboard, & a Samsung 840 Pro 256GB SSD.

 

When I am converting about 100 Canon 7D Raw files, I often find the time for each file to be converted to be quite slow (12-15 seconds each). The CPU usage per Core Temp is minimal. If I cancel the conversion process in LR4.4 & restart my PC, the same files convert at about 6 seconds each & the CPU usage is higher - where it should be. This only occurs with LR!

 

Anyone have a suggestion - or is this "normal"? My other PC (QX9650 Quad Core) always utilized all cores at 100% during the LR export/conversion process.
